Clive Skidmore

Clive Skidmore has been Head of Regeneration and Development at Birmingham City Council since July 2008.
He has led the development of the biggest Council house building programme in the city for 30 years through the Birmingham Municipal Housing Trust (BMHT).
He has built up the programme from a standing start at the beginning of 2009 to a position where the Council currently has over 5,000 homes on site, and is starting 500 new homes for rent and sale a year, a development programme larger than any RSL or private developer in the city.
BMHT was the biggest single housing developer within the City of Birmingham in 2014-15, and since 2009 has built more new homes (over 2,000) than any other Local Authority within the UK. In addition through this work over 300 training apprenticeships have been created and 40 young people supported through a scholarship programme. Finally the programme has also won 7 major national awards for innovation and design.
He has also set up a new vehicle for the delivery of Private Rented Sector homes on Council owned land and the first scheme in the programme will start on site later this year.
Originally a classicist, he holds a first class combined honours degree from Exeter University and a PhD in Classics. He has also published an academic book on Latin literature.

With considerable experience in the residential sector, John managed and coordinated the delivery of Nikal’s multi award-winning Hive development in Birmingham’s Eastside and was instrumental in completing the sale of all 167 apartments just two years after completion.
He also oversaw the completion of a residential development in Hull, setting a new record for the local market despite the difficult economic conditions.
John is currently working on the Exchange Square site in Birmingham’s Eastside, which has outline planning consent in place for the delivery of up to 1,000 residential units across three buildings, all of which have been earmarked for PRS.

Steve Partridge is Finance and Investment Director at QSH, a Birmingham-based investment agency specialising in connecting UK investors with housing providers in order to deliver affordable homes with little or no government subsidy.
Successfully raising private investment through the delivery of innovative and flexible models, Steve works with local authorities, housing associations and investors to make the development of affordable housing – including ‘QSH-rent-to-buy’ properties – a reality.
With backing from a major high street bank, a number of investment providers and options for institutional and pension fund investment, QSH are targeting upwards of £250 million of funds to deliver more than 2,000 homes in the next three to five years.
Steve joined QSH in May 2013 following 15 successful and influential years as a housing finance consultant, leading business planning and investment appraisal consultancy for KPMG and HQN and leading financial policy and consultancy work for the Chartered Institute of Housing. He played a key role in the design and delivery of self-financing for council housing in England and Wales, acting as a Senior Government Adviser to both the UK Government and Welsh Government.
